Marzia Santini (DPC) – Leader of the Evaluation Team
One of your tasks at the DPC is to support the implementation, organization and management of national and international exercises such as IPA FLOODS – VARAŽDIN 2017. In addition, you have been part of several international evaluation exercises, some of which took place in the Balkan Region, such as IPA MNE QUAKE 2014 and IPA CAMPEX 2015. After having followed very closely most of the preparatory actions as well as the implementation of IPA FLOODS – VARAŽDIN 2017, to with the overall objective of improving their efficiency and the effectiveness of their response actions, what is the suggestion that you would provide with the colleagues from the Civil Protection Multinational modules who participated in this exercise? As team leader, what is the aspect that you will remember about IPA FLOODS – VARAŽDIN 2017 and that will you keep in mind as lesson learned for the future?
As far as I have noted during the IPA FLOODS – VARAZDIN 2017, I will be reminded of the great commitment of the Modules, of their flexible and positive approach in cooperating and coordinating among national teams, which also allowed them to overcome issues related to problems regarding technical or partial lack of equipment. The suggestion that I would give them is to further focus, in the future, on their tactical cooperation capacity, i.e. on their joint assessment, planning and reporting capacities in relation to the activities of the multinational modules on the intervention sites, while continuing exercising themselves in acting as a single multinational module on the operational level for which they have already revealed to be more or less ready.
