The Dipartimento della Protezione Civile (DPC, coordinator) – Italian Civil Protection Department  – which has a mandate covering risk prevention (including early warning system and emergency plan for the EU Floods Directive in Italy), forecasting and monitoring activities as well as for emergency preparedness and response, will provide the overall strategic, administrative, logistical and organisational support making available a management team as well as technical expertise and knowledge on Module management and technique capacities, DRM policy mainstreaming – including EU Floods Directive-, border crossing/Host Nation Support concept.

International Centre on Environmental Monitoring (CIMA)

The Centro Internazionale per il Monitoraggio Ambientale (CIMA) – Italian International Centre on Environmental Monitoring – is a non-profit research organization committed to the promotion and support of scientific research, technological development and training within the fields of hydro-geological risk reduction, forest fires and marine environmental monitoring, CIMA supports UN-ISDR and the WMO Associated Program on Flood Management (APFM) and support the DPC led National Platform for Disaster Risk Reduction working groups. In general CIMA promotes a holistic approach taking into account social, cultural, economic and educational factors as essential part of vulnerability. CIMA has established a regional (Balkan) branch office in Tirana for the implementation of the activities is the region of the Beneficiaries. CIMA will coordinate the EU Floods Directive related activities in the framework of IPA FLOODS Lot 1

National Protection and Rescue Directorate of the Republic of Croatia (NPDR)

The DRŽAVNA UPRAVA ZA ZAŠTITU I SPAŠAVANJE – National Protection and Rescue Directorate of the Republic of Croatia (NPRD) – which is leading organization for the protection and rescue of people, assets and environment in the Republic of Croatia, also providing assistance in the region in time of emergency and with a number of international agreements signed with the Beneficiaries, will be providing specific support (knowledge, expertise and experts) to the border crossing and Host Nation Support protocols related activities as well as assistance (through the network of institutions/experts in the field of prevention and water management cooperation) to the EU Floods Directive capacity building actions, such as facilitating the participation of senior experts from the Croatian Meteorological and Hydrological Service.

German Federal Agency for Technical Relief (THW)

The Bundesanstalt Technisches Hilfswerk (THW) – German Federal Agency for Technical Relief  – has extended experience in the area of flood response including the development and deployment of modules within in Europe and recently in the Beneficiaries (High Capacity Pumping Modules). THW will establish a Programme management team and integrate all activities in its international division, ensuring that the involvement in the IPA Floods Programme – Lot 1 is well coordinated with other on-going projects and activities, especially those under the IPA CP cooperation Programme II THW will support all activities related to the FRB – including SOPs development, training and exercise – with experts being volunteers or full time staff.

Administration of the Republic of Slovenia for Civil Protection and Disaster Relief (URSZR)

The Uprava RS Za Zaščito in Reševanje (URSZR) Administration of the Republic of Slovenia for Civil Protection and Disaster Relief – is a competent national authority for disaster management, with a central coordination role, material and human capacities for national emergencies, also providing assistance to the region through the Union Mechanism and cooperating with the Western Balkans countries based on bilateral agreements. URSZR has an active role in the Western Balkans through the regional initiative DPPI SEE, and will as the coordinator of the on-going project- the IPA CP Cooperation Programme II assure synergies with the IPA Floods Programme. URSZR will provide the coordination of the establishment of Flood Rescue using Boats (FRB) modules, assist the border crossing and Host Nation Support protocols related activities and support the EU Floods Directive related activities with its expertise and knowledge, also facilitating the involvement of regional senior experts.

Swedish Civil Contingencies Agency (MSB)

The Myndigheten för samhällsskydd och beredskap (MSB) – Swedish Civil Contingencies Agency – is tasked with developing and supporting society’s capacity to prevent and manage emergencies and disasters. Work is performed in close collaboration with other societal entities. MSB will integrate all activities related to the IPA Floods Programme – Lot 1 by establishing a Programme management team in its international division and ensure that the involvement in the IPA Floods Programme – Lot 1 is well coordinated with other on-going projects and activities. MSB will support all activities related to the FRB – including SOPs development, training and exercise – with experts.

Studiare Sviluppo (SS)

Studiare Sviluppo Srl (SS) is an in-house agency of the Italian Ministry of Economy and Finance with sound experience in project management, reporting, procurement, event organization. It will be supporting DPC on the administrative, financial, procurement and organisational aspects with dedicated staff.
