On 17 May 2017 the IPA FLOODS Consortium is gathering in Zagreb twenty civil protection professionals representing the seven IPA FLOODS Programme beneficiaries for the Regional Workshop on “Border-crossing and Host Nation Support”.
This one-day event will represent the final step within the Programme work-package focussing on the development of border crossing and Host Nation Support (HNS) arrangements according to the EU Guidelines on HNS that is aimed at setting out all the necessary measures in the preparedness and response phases to remove predictable obstacles to the rapid and effective delivery of international disaster assistance by the multinational Civil Protection Modules (CPMs) established by IPA FLOODS.
Since the beginning of Programme implementation, the Croatian National Protection and Rescue Directorate (DUZS), the main partner in charge of this work-package, coordinated several preparatory and practical activities aimed at drafting and developing the border crossing and HNS annex to the modules’ Standard Operational Procedures (see below the list of the news items published on this work-package). Bearing in mind the results of these previous activities undertaken, including the Regional Exercise IPA FLOODS – CRO 2016, this Regional Workshop will allow a further finalization and fine-tuning of these draft arrangements.
The civil protection/emergency management experts at Headquarters level and the Team Management of the multinational CPMs established under IPA FLOODS Lot 2 that are convened to the workshop will discuss the revised Annex on border-crossing and HNS to the modules’ Standard Operating Procedures (SOPs) at operational level in a scenario based discussion: participants will be divided into working groups that will be assisted by experts from the Croatian National Protection and Rescue Directorate (DUZS), the Italian Civil Protection Department (DPC) and the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief (URSZR) and called to test the functionality of the draft annex in a realistic flood scenario. This will be an occasion to familiarize with the Union Civil Protection Mechanism (UCPM) with special focus on its activation, and to go through the procedures for drafting offers and requests for assistance according to the UCPM methodology.
The Regional Workshop will contribute to further facilitating preparations of the operational framework to be used for rapid border-crossing in joint interventions as well as for ensuring the effective provision of mutual assistance in case of severe floods.
