The IPA FLOODS programme work-package on border-crossing (“BC”) and Host Nation Support (“HNS”) protocols is aimed on the one hand to create the operational framework for the smooth deployment of the established multinational Civil Protection Modules (“CPMs”) and on the other to address the relevant arrangements for the cooperation among the national flood response teams that compose the multinational CPMs
This specific work-package combines closely interrelated steps, including a baseline analysis of existing arrangements in the Region, conducted by the Consortium in consultation with the beneficiaries, collection of lessons learnt, a regional workshop and a regional table-top exercise to be followed by further activities with the purpose to contribute to exchanging good-practices and promoting appropriate models of border-crossing procedures and HNS.
In this framework, the IPA FLOODS implementing Consortium has conducted both an enquiry on lessons learnt in the field of BC and HNS during the severe floods that hit the region in 2014 and 2015 – with the aim to also highlight relevant areas in need of further attention – as well an investigation on publicly available cooperation agreements between Programme Beneficiaries in the area of disaster response.
