Following the successful conduction of the Regional Workshop on “Border-crossing protocols and Host Nation Support” on 19 – 21 January 2015 in Budva (Montenegro), the IPA FLOODS implementing Consortium is organizing on 10 – 12 May 2016 a Regional table-top exercise “Crossing borders for a unified response” in Portoroz (Slovenia).

Ocse_HNSThe event is included in the IPA FLOODS work-package on border-crossing and HNS protocols in the beneficiaries in compliance with the EU Guidelines on Host Nation Support implemented under the responsibility of the National Protection and Rescue Directorate of Croatia.

The table-top exercise will take stock of both the results achieved under the recently conducted IPA Civil Protection Cooperation Programme phase II (ended in November 2015) and the main lessons learned from major recent emergencies in the region and will build upon on the outcomes of the IPA FLOODS Regional Workshop held in Budva on last January. In a discussion-based approach, this table-top exercise will aim to test the functionality of draft “Border-crossing and HNS Protocol for multinational Civil Protection Modules” prepared by the Programme Beneficiaries. 

The same experts from four different national institutions in the beneficiaries – Civil Protection Authorities, Border Police (Ministry  of Interior), Customs Authority and Ministry of Foreign Affairs – already met in Budva will be confronted with a realistic scenario and invited to apply the procedures for the deployment of the multinational CPMs, including the above mentioned draft protocols. By doing so they will actually be able to test the protocols themselves, envisage possible areas to be further developed or identify gaps and possibly define the documents in view of its final approval by the relevant parties.
